Rusija griauna naftos kainodaros monopoliją Volstryte

Rusija ką tik padarė svarbų žingsnį, kuris sugriaus dabar esančią Volstryto monopoliją nustatinėti pasaulinę naftos kainą. Jei ne visame pasaulyje, tai labai didelėje jo dalyje. Tas žingsnis yra tik dalis ilgalaikės Rusijos ekonominės strategijos, kuria siekiama atrišti Rusijos naftos eksportą nuo JAV dolerio, nes dabartiniu laiku toks pririšimas yra rusų ekonomikos Achilo kulnas.
Rusijos energetikos ministerija lapkričio pabaigoje paskelbė pati nustatinėsianti bazinę rusiškos naftos rūšį. Nors daugeliui žmonių atrodo, kad tai smulkmena, bet tai milžiniškos svarbos dalykas. Jei pavyks, o priežasčių kad nepavyktų nėra, tai naftos pardavimo sutartys (ateities sandoriai - fjūčeriai) bus sudarinėjamos Rusijos biržoje ir kaina bus nustatoma rubliais, o ne JAV doleriais. Tai yra tik dalis dedolerizacijos judėjimo, kurį be didelio triukšmo įgyvendina Rusija, Kinija ir kai kurios kitos šalys.
Bazinės naftos kainos nustatymas yra pagrindinė Volstryto bankų naudojamo naftos kainų sudarymo metodo dalis; kainų sudarymo metodas leidžia bankams kontroliuoti pasaulinę naftos kainą. Dolerine išraiška nafta yra pasaulyje pati stambiausia žaliavinė prekė. Dabar Rusijos naftos kaina yra pririšta prie taip vadinamos „Brent“ naftos kainos. Problema tame, kad naftos telkinys „Brent“, kaip ir kiti Šiaurės jūros naftos telkiniai sparčiai senka, o Volstrytas „Brent“ markės naftą naudoja nustatyti daug kartų didesnių telkinių naftos kainą. Kita problema yra ta, kad „Brent“ naftos kainą ir šios rūšies naftos pardavimo sutartis manipuliuodami derivatyvais (išvestinėmis finansinėmis priemonėmis) kontroliuoja Volstryto bankai Goldman Sachs, Morgan Stanley, JP Morgan Chase ir Citibank.

Naftos dolerio mirtis

Naftos pardavinėjimas už dolerius yra kritiškai svarbus dalykas palaikantis JAV dolerio vertę. Be to reikia išlaikyti dolerio paklausą tarp kitų valstybių centrinių bankų, nes jiems reikalingi doleriniai rezervai užsienio prekybai palaikyti. Tokių valstybių kaip Kinija, Japonija ar Vokietija užsienio prekyba už dolerius  yra nepaprastai svarbi tam, kad doleris išlaikytų pasaulinės valiutos statusą. Pasaulinės valiutos statusas yra viena iš dviejų JAV pasaulinės hegemonijos atramų nuo pat antrojo pasaulinio karo pabaigos. Kita atrama yra karinė galia.

JAV savo karus finansuoja kitų valstybių doleriais

Kadangi visoms kitoms valstybėms doleriai reikalingi pirkti importinę naftą ir kitas prekes ir žaliavas, tai tokios šalys kaip Rusija ir Kinija už teigiamo užsienio prekybos balanso dolerius paprastai perka JAV vyriausybės obligacijas ir kitus vertybinius popierius. Vienintelis kitas pakankamai stambus kandidatas į dolerio varžovus — euras — po 2010 metų Graikijos krizės yra nepatikimas ir visiems kelia didelę riziką. JAV dolerio, kaip pasaulinės valiutos statusas, po aukso standarto panaikinimo1971 metais JAV vyriausybei leidžia turėti begalinį biudžeto deficitą ir nesijaudinti dėl palūkanų procentų bei kreditinio limito didinimo.
Tokia padėtis Vašingtonui leido sukurti rekordinę 18,6 trilijono dolerių valstybės skolą. Dabar JAV skolos ir BVP santykis yra 111%. 2001 metais, kai prezidento pareigas pradėjo eiti Džordžas V.Bušas ir jis per savo valdymo laikotarpį trilijonus dolerių išleido Afganistano ir Irako karams, tai tuomet skolos ir BVP santykis buvo 55%. Trumpai tariant Vašingtono filosofija tokia: „skola neturi jokios reikšmės, nes pasaulis — Rusija, Kinija, Japonija, Indija, Vokietija... — vis tiek visada pirks dolerius ir savo teigiamą užsienio prekybos balansą investuos į JAV vyriausybės obligacijas“. Vašingtono ir Volstryto sugebėjimas išlaikyti dolerio, kaip pasaulinės valiutos, statusą nepaprastai tampriai surištas su tuo kaip nustatoma pasaulinė naftos kaina.
Iki XX a devinto dešimtmečio pabaigos naftos kainą didžiąja dalimi lėmė paklausa ir pasiūla. Ją nustatinėjo pirkėjų ir pardavėjų tarpusavio sutartys. Tada Goldman Sachs bankas nupirko žaliavų prekybos firmą „J.Aron“. Bankas siekė pasaulinėse rinkose pakeisti naftos kainos sudarymo metodą.
Prasidėjo „popierinės naftos“ era, t.y. naftos prekyboje įsigalėjo ateities sandoriai/fjūčeriai — sutartys nepriklausančios nuo realiai egzistuojančios naftos, nes taip stambiesiems bankams yra lengviau manipuliuoti skleidžiant gandus ir visus mulkinant remiantis įvairiais finansiniais instrumentais, o kadangi naftos ateities sandorių/fjūčerių prekyboje vyrauja saujelėVolstryto bankų, tai jie žino kokios kurio banko pozicijos, nes dalinasi tarnybine informacija (angl. insider), bet plati visuomenė to nežino.
Taip naftos prekyba buvo paversta į „kazino“, kuriame lošimo stalus valdo Goldman Sachs, Morgan Stanley, JP Morgan Chase ir dar keli milžiniški Volstryto bankai.
1973 metų spalį, praėjus keliems mėnesiams nuo arabų-izraelio karo, kai OPEC´as naftą pabrangino 400%, JAV finansų ministerija nusiuntė į Saudo Arabiją aukštą pareigūną tartis dėl naftos kainų. 1975 metais JAV finansų ministerijos pareigūnas Džekas F.Benetas (Jack F. Bennett) buvo nusiųstas į Saudo Arabiją pasirašyti sutartį, pagal kurią saudiečiai visą naftą pardavinėtų tik už JAV dolerius, o ne už Japonijos jenas, Vokietijos markes ir kitas valiutas kaip anksčiau. Po to Benetas užėmė aukštas pareigas naftos bendrovėje Exxon. Mainais saudai gavo rimtą karinę pagalbą ir karo techniką. Nuo tada, nepaisant labai didelių naftą importuojančių valstybių pastangų, nafta po šiai dienai pardavinėjama tik už JAV dolerius, o jos kainą nustato Volstrytas valdydamas derivatyvų ir ateities sandorių-fjūčerių biržas, tokias kaip Londono Tarpkontinentinė Birža, Niujorko prekių ir žaliavų birža, Dubajaus prekybos birža — ji nustatinėja arabų naftos kainą. Visas biržas valdo labai artimai tarpusavy bendradarbiaujančių Volstryto bankų grupė — tai Goldman Sachs, JP Morgan Chase, Citigroup ir kiti. Liudininkai sako, kad tuometinis JAV valstybės sekretorius Henris Kisindžeris tvirtinęs: „Jei kontroliuoji naftą, tai kontroliuoji visą pasaulį“. Nuo pat 1945-jų metųvisos dolerio sistemos pagrindas yranafta.

Rusijos bazinės naftos markės reikšmė

Dabar Rusijos eksportuojamos naftos kainos pririštos prie „Brent“ markės naftos kainos, kurią nustato Londono ir Niujorko biržos pardavinėjančios „Brent“ naftą. Pradėjus naftos prekybą, kurios pagrindas rusiškos naftos bazinė kaina, padėtis keisis ir tikėtina, kad labai stipriai. Naujos rusiškos naftos pardavimo sutartys bus sudaromos už rublius, o ne už dolerius. Prekyba vyks Sankt-Peterburgo tarptautinėje prekių ir žaliavų biržoje (SPIMEX).
Etaloninės naftos markės „Brent“ pardavimo sutartys dabar lemia rusiškos naftos kainą, nes ji pririšta prie „Brent“ kainos. Pagal „Brent“ markės kainą nustatoma 2/3 visame pasaulyje parduodamos naftos kainos, bet pačios „Brent“ naftos gavyba Šiaurės jūroje sparčiai mažėja. Dabar per dieną išgaunama tik apie vieną milijoną statinių „Brent“ naftos. Naftos pardavimas už rublius labai rimtai pakeis dolerių paklausą.
Rusija yra stambiausias pasaulyje naftos gamintojas ir todėl rusiškos naftos bazinės markės įvedimas yra labai reikšmingas dalykas. 2013 metais Rusija per dieną išgavo 10,5 milijono statinių naftos, o Saudo Arabija truputį mažiau. Kadangi Rusija viduje daugiau naudoja gamtines dujas, tai 75% naftos gali eksportuoti. Europa yra didžiausias rusiškos naftos pirkėjas; perka 3,5 milijono statinių per dieną[mil.st./d.], t.y. ~80% Rusijos eksporto. Naftos markė „Urals“ yra įvairių naftos rūšių mišinys ir yra pagrindinė eksporto markė. Pagrindiniai rusiškos naftos pirkėjai Europoje yra Vokietija, Olandija ir Lenkija. Kad būtų aiškiau ką reiškia rusiškos naftos eksportas į Europą pateikiu statistiką: kiti stambiausi naftos eksportuotojai į Europą yra — Saudo Arabija (0,89 mil.st./d), Nigerija (0,81 mil.st./d.), Kazachstanas (0,58 mil.st./d.), Libija 0,56 mil.st./d.). Visi jie stipriai atsilieka nuo Rusijos. Pačioje Europoje naftos gavyba sparčiai mažėja. 2013 metais Europoje išgauta mažiau kaip 3 milijonai statinių naftos per dieną; tą lemia naftos gavybos mažėjimas Šiaurės jūroje, o pastarosios nafta yra bazinė „Brent“ markė, pagal kurią nustatinėjama pasaulinė naftos kaina.

Naftos hegemonijos pabaiga JAV yra naudinga

Didžiulio rusiškos naftos eksporto į Europą, Kiniją ir Aziją pervedimas į rublius ir prekybos pervedimas į Sankt-Peterburgo biržą jokiu būdu nėra vienintelis bandymas naftos prekybos srityje sumažinti priklausomybę nuo dolerio. Kitų metų pradžioje antras pagal dydį naftos importuotojas Kinija planuoja sudaryti nuosavą etaloninę naftos markę ir visas naftos pirkimo sutartis sudarinėti tik Tarptautinėje Šanchajaus Energijos Biržoje (Shanghai International Energy Exchange) ir ne už dolerius, bet tik už juanius.
Rusija, Kinija, kitos valstybės žingsnis po žingsnio mažina savo priklausomybę nuo dolerio — vykdo dedoliarizaciją. Nafta — didžiausia pasaulyje prekė, kuri pardavinėjama išimtinai beveik vien tik už dolerius. Jei tam ateis galas, tai JAV karinis pramoninis kompleksas praras galimybę kurstyti pasaulyje nesibaigiančius karus.
Dedoliarizacija gal būt leis Amerikos mokesčių mokėtojų pinigus leisti naudingesniems dalykams, pvz., kapitališkai suremontuoti bazinę ekonominę infrastruktūrą, kuri yra be galo sudilusi. Amerikos statybos inžinierių draugija 2013 metais įvertino, kad į kelius per artimiausius penkis metus reikės investuoti 3,6 trilijonus dolerių. Jie sako, kad kas devintas tiltas Amerikoje yra avarinės būklės — vadinasi tokių visoje šalyje yra virš 70000. Beveik trečdalio pagrindinių kelių būklė bloga. Tik du iš 14 stambiausių rytų pakrantės uostų gali priiminėti labai didelius prekinius laivus (super-sized cargo ships), kurie praplatinus Panamos kanalą neužilgo atplauks į JAV. Pasaulyje yra daugiau kaip 14000 mylių didelio greičio geležinkelių (high-speed rail) ir nė vienos mylios JAV.
Tokios išlaidos infrastruktūros remontui ir atnaujinimui ekonomiškai būtų daug kartų naudingesnės ir sukurtų daug daugiau darbo vietų nei nesibaigiantys Džono Makeino (John McCain) karai. Kaip jau rašiau kituose straipsniuose, infrastruktūros investicijos kuria daug darbo vietų kitose ūkio srityse. Infrastruktūra kuria rentabilumą ir duoda pastovias pajamas iš mokesčių maždaug santykiu 11:1, t.y. kiekvienas doleris įdėtas į infrastruktūrą ekonomikoje sukuria 11 dolerių ir dėl to ekonomika tampa daug efektyvesnė.
Žymus dolerio, kaip rezervinės pasaulio valiutos, vaidmens sumažėjimas derinamas su persiorientavimu į JAV vidaus ekonomikos atkūrimą, taip kaip daro rusai, o ne taip kaip dabar daro Amerika perkėlinėdama pramoninę gamybą iš savo šalies į kitas valstybes, atkurtų pusiausvyrą pasaulyje, kuris dėl nesibaigiančių karų baigia išeiti iš proto. Kad ir kaip keista bebūtų, bet dedoliarizacija, atimdama iš JAV vyriausybės galimybę savo karus finansuoti didinant valstybės skolą ir pardavinėjant obligacijas Kinijai, Rusijai ir kitoms valstybėms, padėtų pasaulyje įsivyrauti taikai. Russia Breaking Wall St Oil Price Monopoly

Russia has just taken significant steps that will break the present Wall Street oil price monopoly, at least for a huge part of the world oil market. The move is part of a longer-term strategy of decoupling Russia’s economy and especially its very significant export of oil, from the US dollar, today the Achilles Heel of the Russian economy.
Later in November the Russian Energy Ministry has announced that it will begin test-trading of a new Russian oil benchmark. While this might sound like small beer to many, it’s huge. If successful, and there is no reason why it won’t be, the Russian crude oil benchmark futures contract traded on Russian exchanges, will price oil in rubles and no longer in US dollars. It is part of a de-dollarization move that Russia, China and a growing number of other countries have quietly begun.
The setting of an oil benchmark price is at the heart of the method used by major Wall Street banks to control world oil prices. Oil is the world’s largest commodity in dollar terms. Today, the price of Russian crude oil is referenced to what is called the Brent price. The problem is that the Brent field, along with other major North Sea oil fields is in major decline, meaning that Wall Street can use a vanishing benchmark to leverage control over vastly larger oil volumes. The other problem is that the Brent contract is controlled essentially by Wall Street and the derivatives manipulations of banks like Goldman Sachs, Morgan Stanley, JP MorganChase and Citibank.
The ‘Petrodollar’ demise
The sale of oil denominated in dollars is essential for the support of the US dollar. In turn, maintaining demand for dollars by world central banks for their currency reserves to back foreign trade of countries like China, Japan or Germany, is essential if the United States dollar is to remain the leading world reserve currency. That status as world’s leading reserve currency is one of two pillars of American hegemony since the end of World War II. The second pillar is world military supremacy.
US wars financed with others’ dollars
Because all other nations need to acquire dollars to buy imports of oil and most other commodities, a country such as Russia or China typically invests the trade surplus dollars its companies earn in the form of US government bonds or similar US government securities. The only other candidate large enough, the Euro, since the 2010 Greek crisis, is seen as more risky.
That leading reserve role of the US dollar, since August 1971 when the dollar broke from gold-backing, has essentially allowed the US Government to run seemingly endless budget deficits without having to worry about rising interest rates, like having a permanent overdraft credit at your bank.
That in effect has allowed Washington to create a record $18.6 trillion federal debt without major concern. Today the ratio of US government debt to GDP is 111%. In 2001 when George W. Bush took office and before trillions were spent on the Afghan and Iraq “War on Terror,” US debt to GDP was just half, or 55%. The glib expression in Washington is that “debt doesn’t matter,” as the assumption is that the world—Russia, China, Japan, India, Germany–will always buy US debt with their trade surplus dollars. The ability of Washington to hold the lead reserve currency role, a strategic priority for Washington and Wall Street, is vitally tied to how world oil prices are determined.
In the period up until the end of the 1980’s world oil prices were determined largely by real daily supply and demand. It was the province of oil buyers and oil sellers. Then Goldman Sachs decided to buy the small Wall Street commodity brokerage, J. Aron in the 1980’s. They had their eye set on transforming how oil is traded in world markets.
It was the advent of “paper oil,” oil traded in futures, contracts independent of delivery of physical crude, easier for the large banks to manipulate based on rumors and derivative market skullduggery, as a handful of Wall Street banks dominated oil futures trades and knew just who held what positions, a convenient insider role that is rarely mentioned inn polite company. It was the beginning of transforming oil trading into a casino where Goldman Sachs, Morgan Stanley, JP MorganChase and a few other giant Wall Street banks ran the crap tables.
In the aftermath of the 1973 rise in the price of OPEC oil by some 400% in a matter of months following the October, 1973 Yom Kippur war, the US Treasury sent a high-level emissary to Riyadh, Saudi Arabia. In 1975 US Treasury Assistant Secretary, Jack F. Bennett, was sent to Saudi Arabia to secure an agreement with the monarchy that Saudi and all OPEC oil will only be traded in US dollars, not Japanese Yen or German Marks or any other. Bennett then went to take a high job at Exxon. The Saudis got major military guarantees and equipment in return and from that point, despite major efforts of oil importing countries, oil to this day is sold on world markets in dollars and the price is set by Wall Street via control of the derivatives or futures exchanges such as Intercontinental Exchange or ICE in London, the NYMEX commodity exchange in New York, or the Dubai Mercantile Exchange which sets the benchmark for Arab crude prices. All are owned by a tight-knit group of Wall Street banks–Goldman Sachs, JP MorganChase, Citigroup and others. At the time Secretary of State Henry Kissinger reportedly stated, “If you control the oil, you control entire nations.” Oil has been at the heart of the Dollar System since 1945.
Russian benchmark importance
Today, prices for Russian oil exports are set according to the Brent price in as traded London and New York. With the launch of Russia’s benchmark trading, that is due to change, likely very dramatically. The new contract for Russian crude in rubles, not dollars, will trade on the St. Petersburg International Mercantile Exchange (SPIMEX).
The Brent benchmark contract are used presently to price not only Russian crude oil. It’s used to set the price for over two-thirds of all internationally traded oil. The problem is that the North Sea production of the Brent blend is declining to the point today only 1 million barrels Brent blend production sets the price for 67% of all international oil traded. The Russian ruble contract could make a major dent in the demand for oil dollars once it is accepted.
Russia is the world’s largest oil producer, so creation of a Russian oil benchmark independent from the dollar is significant, to put it mildly. In 2013 Russia produced 10.5 million barrels per day, slightly more than Saudi Arabia. Because natural gas is mainly used in Russia, fully 75% of their oil can be exported. Europe is by far Russia’s main oil customer, buying 3.5 million barrels a day or 80% of total Russian oil exports. The Urals Blend, a mixture of Russian oil varieties, is Russia’s main exported oil grade. The main European customers are Germany, the Netherlands and Poland. To put Russia’s benchmark move into perspective, the other large suppliers of crude oil to Europe – Saudi Arabia (890,000 bpd), Nigeria (810,000 bpd), Kazakhstan (580,000 bpd) and Libya (560,000 bpd) – lag far behind Russia. As well, domestic production of crude oil in Europe is declining quickly. Oil output from Europe fell just below 3 Mb/d in 2013, following steady declines in the North Sea which is the basis of the Brent benchmark.
End to dollar hegemony good for US
The Russian move to price in rubles its large oil exports to world markets, especially Western Europe, and increasingly to China and Asia via the ESPO pipeline and other routes, on the new Russian oil benchmark in the St. Petersburg International Mercantile Exchange is by no means the only move to lessen dependence of countries on the dollar for oil. Sometime early next year China, the world’s second-largest oil importer, plans to launch its own oil benchmark contract. Like the Russian, China’s benchmark will be denominated not in dollars but in Chinese Yuan. It will be traded on the Shanghai International Energy Exchange.
Step-by-step, Russia, China and other emerging economies are taking measures to lessen their dependency on the US dollar, to “de-dollarize.” Oil is the world’s largest traded commodity and it is almost entirely priced in dollars. Were that to end, the ability of the US military industrial complex to wage wars without end would be in deep trouble.
Perhaps that would open some doors to more peaceful ideas such as spending US taxpayer dollars on rebuilding the horrendous deterioration of basic USA economic infrastructure. The American Society of Civil Engineers in 2013 estimated $3.6 trillion of basic infrastructure investment is needed in the United States over the next five years. They report that one out of every 9 bridges in America, more than 70,000 across the country, are deficient. Almost one-third of the major roads in the US are in poor condition. Only 2 of 14 major ports on the eastern seaboard will be able to accommodate the super-sized cargo ships that will soon be coming through the newly expanded Panama Canal. There are more than 14,000 miles of high-speed rail operating around the world, but none in the United States.
That kind of basic infrastructure spending would be a far more economically beneficial source of real jobs and real tax revenue for the United States than more of John McCain’s endless wars. Investment in infrastructure, as I have noted in previous articles, has a multiplier effect in creating new markets. Infrastructure creates economic efficiencies and tax revenues of some 11 to 1 for every one dollar invested as the economy becomes more efficient.
A dramatic decline for the role of the dollar as world reserve currency, if coupled with a Russia-styled domestic refocus on rebuilding America’s domestic economy, rather than out-sourcing everything, could go a major way to rebalance a world gone mad with war. Paradoxically, the de-dollarization, by denying Washington the ability to finance future wars by the investment in US Treasury debt from Chinese, Russian and other foreign bond buyers, could be a valuable contribution to genuine world peace. Wouldn’t that be nice for a change?

Among the victims were the President of Poland Lech Kaczyński and his wife Maria, the former President of Poland in exile Ryszard Kaczorowski, the chief of the Polish General Staff and other senior Polish military officers, the president of the National Bank of Poland, Polish Government officials, 18 members of the Polish Parliament, senior members of the Polish clergy and relatives of victims of the Katyn massacre. The group was arriving from Warsaw to attend an event marking the 70th anniversary of the massacre, which took place not far from Smolensk.

Lech Aleksander Kaczyński, President of Poland from 2005 until 2010, died in the crash of a Polish Air Force jet that occurred on a landing attempt at Smolensk-North airport in Russia.

Единственным, кто выжил в авиакатастрофе, был чешский пилот Эдуард Прчал (1911—1984)[1]. Но при переходе в кабрирование штурвал самолёта заклинило и он рухнул в море. При этом Прчал не смог внятно объяснить, почему в этот вылет он надел спасательный жилет, хотя обычно не прибегал к этой мере предосторожности и кто был второй человек, которого видели на крыле упавшего самолёта.

JAV atsiprašė Irano po to, kai 10 karinių jūrų pajėgų katerių įgulų narių buvo sulaikyti Irano teritoriniuose vandenyse, praneša Irano Revoliucinės gvardijos vadas, skelbia BBC.

INTERNATIONAL STUDENT INITIATIVE FOR PLURALISM IN ECONOMICS


An international student call
for pluralism in economics

It is not only the world economy that is in crisis. The teaching of economics is in crisis too, and this crisis has consequences far beyond the university walls. What is taught shapes the minds of the next generation of policymakers, and therefore shapes the societies we live in. We, over 65 associations of economics students from over 30 different countries, believe it is time to reconsider the way economics is taught. We are dissatisfied with the dramatic narrowing of the curriculum that has taken place over the last couple of decades. This lack of intellectual diversity does not only restrain education and research. It limits our ability to contend with the multidimensional challenges of the 21st century - from financial stability, to food security and climate change. The real world should be brought back into the classroom, as well as debate and a pluralism of theories and methods. Such change will help renew the discipline and ultimately create a space in which solutions to society’s problems can be generated.
United across borders, we call for a change of course. We do not claim to have the perfect answer, but we have no doubt that economics students will profit from exposure to different perspectives and ideas. Pluralism will notonly help to enrich teaching and research and reinvigorate the discipline. More than this, pluralism carries the promise of bringing economics back into the service of society. Three forms of pluralism must be at the core of curricula: theoretical, methodological and interdisciplinary.
Theoretical pluralism emphasizes the need to broaden the range of schools of thought represented in the curricula. It is not the particulars of any economic tradition we object to. Pluralism is not about choosing sides, but about encouraging intellectually rich debate and learning to critically contrast ideas. Where other disciplines embrace diversity and teach competing theories even when they are mutually incompatible, economics is often presented as a unified body of knowledge. Admittedly, the dominant tradition has internal variations. Yet, it is only one way of doing economics and of looking at the real world. Such uniformity is unheard of in other fields; nobody would take seriously a degree program in psychology that focuses only on Freudianism, or a politics program that focuses only on state socialism. An inclusive and comprehensive economics education should promote balanced exposure to a variety of theoretical perspectives, from the commonly taught neoclassically-based approaches to the largely excluded classical, post-Keynesian, institutional, ecological, feminist, Marxist and Austrian traditions - among others. Most economics students graduate without ever encountering such diverse perspectives in the classroom.
Furthermore, it is essential that core curricula include courses that provide context and foster reflexive thinking about economics and its methods per se, including philosophy of economics and the theory of knowledge. Also, because theories cannot be fully understood independently of the historical context in which they were formulated, students should be systematically exposed to the history of economic thought and to the classical literature on economics as well as to economic history. Currently, such courses are either non-existent or marginalized to the fringes of economics curricula.
Methodological pluralism stresses the need to broaden the range of tools economists employ to grapple with economic questions. It is clear that maths and statistics are crucial to our discipline. But all too often students learn to master quantitative methods without ever discussing if and why they should be used, the choice of assumptions and the applicability of results. Also, there are important aspects of economics which cannot be understood using exclusively quantitative methods: sound economic inquiry requires that quantitative methods are complemented by methods used by other social sciences. For instance, the understanding of institutions and culture could be greatly enhanced if qualitative analysis was given more attention in economics curricula. Nevertheless, most economics students never take a single class in qualitative methods.
Finally, economics education should include interdisciplinary approaches and allow students to engage with other social sciences and the humanities. Economics is a social science; complex economic phenomena can seldom be understood if presented in a vacuum, removed from their sociological, political, and historical contexts. To properly discuss economic policy, students should understand the broader social impacts and moral implications of economic decisions.
While approaches to implementing such forms of pluralism will vary from place to place, general ideas for implementation might include:
  • Hiring instructors and researchers who can bring theoretical and methodological diversity to economics programs;
  • Creating texts and other pedagogical tools needed to support pluralist course offerings;
  •  Formalizing collaborations between social sciences and humanities departments or establishing special departments that could oversee interdisciplinary programs blending economics and other fields.
Change will be difficult - it always is. But it is already happening. Indeed, students across the world have already started creating change step by step. We have filled lecture theatres in weekly lectures by invited speakers on topics not included in the curriculum; we have organised reading groups, workshops, conferences; we have analysed current syllabuses and drafted alternative programs; we have started teaching ourselves and others the new courses we would like to be taught. We have founded university groups and built networks both nationally and internationally. 
Change must come from many places. So now we invite you - students, economists, and non-economists - to join us and create the critical mass needed for change.
